Camp Vigor was operated by the St. Lawrence County Council from 1922 to 1983. The 99 acre camp was located on Clear Pond, which is southeast of Potsdam. With the merger of the Jefferson Lewis Council and the St. Lawrence County Council, it was determined that the camp was no longer needed and it was sold to the State of New York in 1983 for $150,000.

The mission of the William Hillcourt Museum and Carson Buck Memorial Library is to preserve the history of Boy Scouting in Central New York and to tell the story of Boy Scouting in the USA and the world.
The museum is open on Saturdays from 10:00 AM to 3:00 PM and by appointment.
